Council Springs Restoration and Mitigation

The Council Creek restoration and mitigation was an Administrative Order on Consent (AOC) from the EPA. During the construction of a Land development, fill activities were conducted along the waterway to increase conveyance and to reduce or eliminate spillage from the creek during the irrigation season by raising and filling the bank and clearing the ditch of the cattail. The activities placed fill material along the west side of the bank for a length of approximately 1,160 feet. This prevented flood water from entering its native area and reduced a wetland area adjacent to the creek. The project is to reduce the fill from one side of the waterway while not discharging debris into the creek restoring its floodwater impact and replanting appropriate seeds for revegetation, additionally, as per the AOC a mitigation site was constructed, which included creating a high-water pond with appropriate wetland plantings along it.
