The COVID-19 pandemic has resulted in many disruptions and changes to the status quo. This presentation will cover the structure of Department of Ecology’s CESCL program, some of the adaptations the program has made over the last couple of years, and will share considerations for the future of the program. This presentation is also intended to assist the CESCL community in understanding their avenues for providing input to help improve the program.

Noel Tamboer is the former Construction Stormwater General Permit Writer and has been managing the CESCL program at the Washington State Department of Ecology since February of 2020. Noel has a bachelor’s degree in environmental studies and a professional certificate in watershed management. Noel’s background experience includes private sector consulting on environmental permitting and risk assessment, as well as a number of years as Ecology’s statewide policy lead for construction stormwater.

Required CESCL inspections create a record of compliance for many varied projects. Successful inspection programs can also provide a feedback loop for improved erosion control plan design and contractor productivity. This informative session will review the best hacks and pro tips for any CESCL to provide the documentation of compliance and improve relationships with contractors, owners, and designers while adding value to the project.

Alex Zimmerman brings over 20 years of large scale construction and reclamation experience to Erosion and Sediment Control and stormwater training. From large disturbance, linear, and single-family construction to restoration and emergency landslide repair, his experiences add to informative trainings on real world issues for construction site and facility operators, inspectors, and designers.

    11:15AM - 12:00PM | Beyond Basic BMPs - Strategies for Successfully Implementing Active Treatment Systems - Liisa Doty, CPSWQ, CPESC

This talk will discuss necessary design elements (sizing methods, components, chemistry, filter medias) as well as essentials for operational success. A brief background of water quality as it relates to permits and treatment processes will be included as a jumping off point. Project examples are used to illustrate the decision making process, system sizing calculations and operational concerns. Basic enough for the beginner with enough technical specifics to interest advanced participants.

Ms. Doty is a Certified Professional in Stormwater Quality and Erosion & Sediment Control (CPSWQ/CPESC) with over 20 years of experience in the regulatory and water quality arenas. Liisa has been involved in over 300 projects in the northwest and beyond providing consulting services, water treatment planning/management and regulatory expertise. She is also involved with the AGC Educational Foundation as an instructor of the Certified Erosion and Sediment Control Lead (CESCL) course. Since 1998, she has authored numerous industry studies and conference papers.

The Washington Construction Stormwater General Permit requires a permittee to designate a Certified Erosion and Sediment Control Lead. But what is this person required to do, and how do they do it? This presentation defines the CESCL in terms of the Permit as well as BMP C160, and makes recommendations on how a CESCL can best contribute to permit compliance as well as overall project quality.

Carl Menconi has taught erosion control certification courses since 2000 in Washington, Idaho, Montana, and Alaska, and assisted numerous contractors and public agencies to navigate permit compliance and solve challenging stormwater compliance issues. He is certified as a CPESC (Certified Professional in Erosion and Sediment Control), and CESCL (Certified Erosion and Sediment Control Lead), as well as a CESCL instructor.

    1:50 - 2:35PM | ARFF Culvert Project Overview - Troy Modie

This discussion will go over one of the Port of Seattle’s current Infrastructure Replacement Projects in a wetland. The ARFF Culvert Project (Aircraft Rescue and Fire Fighting) is a critical infrastructure to SEA TAC international fire and rescue departments. This project was designed to address a sink hole in our north haul road area outside of the airport perimeter that runs directly through a wetland and over Miller Creek. The repair not only replaces culverts that have failed but replaces them with a new fish passage. This will be an overview of this project and the instream work and stream diversion.

Troy Modie is the Erosion and Stormwater control Stormwater Technical specialist for The Port of Seattle’s Maritime and Aviation Heavy Civil Engineering division and the current Secretary for the IECA Pacific Northwest Chapter. With over twenty five years in the Erosion control industry. Troy stays involved in erosion control and stormwater and erosion control plan design, specification writing and overall project, permit and storm water compliance for the Port of Seattle.

    2:55 - 3:25PM |Using Skimmers in Sediment Basins and Post Construction Stormwater Ponds To Improve Water Quality - Brian Free

The Construction General Permit (CGP) requires permittees to control stormwater volume and velocity while minimizing sediment discharges from their site. The CGP also states, “When discharging from basins and impoundments, permittees are required to utilize outlet structures that withdraw water from the surface.” Floating surface drains, commonly referred to as “skimmers”, meet this requirement and are an important component in sediment basins for reducing sediment discharge and slowing peak flows from construction sites.

Faircloth & Son and is a Certified Professional in Erosion & Sediment Control (CPESC), Certified Professional in Storm Water Quality (CPSWQ) and a Certified Inspector of Sediment and Erosion Control (CISEC). He holds a B.Sc. degree in Horticulture Technology from North Carolina State University and has successfully helped clients in many market segments including: energy, transportation, homebuilding, solid waste management, mining reclamation, and post-fire remediation.
