2021 Multi-Sector General Permit (MSGP) and You: How to Stay Compliant

On March 1, 2021, the 2021 Multi-Sector General Permit (MSGP) became effective for
states such as Massachusetts and New Hampshire where the USEPA is the National
Pollutant Discharge Elimination System (NPDES) permitting authority. With that, facilities
in these states submitted Notice of Intents (NOIs) and prepared Stormwater Pollution
Prevention Plans (SWPPPs) during 2021 and are now authorized to discharge stormwater.
With this new permit comes new requirements for many facilities and industries, such as
Additional Implementation Measures (AIM) for benchmark monitoring exceedances.
Facilities will be required to assess existing stormwater control measures (SCMs) and
install new SCMs to address exceedances of industry specific benchmarks. This
presentation will provide an overview of the following topics and will focus on how
facilities can stay compliant with the 2021 MSGP:
- 2021 MSGP applicability;
- SWPPP and SCM requirements;
- Inspection requirements and sampling procedures;
- Monitoring requirements, including benchmark, indicator, and effluent limitation
monitoring; and
- AIM tiers and responses.
