Making Post-Construction Stormwater Management Manageable for a State Department of Transportation

A state Department of Transportation (DOT) experiences challenges in implementing a post-construction stormwater management program that are different than those the typical MS4 (e.g., municipality) faces. Such challenges include the operation of a widespread network of roadways, limited space available on roadways for post-construction stormwater management practices, limited legal authority over non-DOT stormwater runoff contributors, and the factoring of motorist safety into roadway design. In this presentation, the progress made by the Alabama DOT (ALDOT) in terms of policies, procedures, and designs developed in recent years to implement post-construction stormwater management on ALDOT roadways feasibly and effectively will be demonstrated. The “infiltration swale,” an ALDOT low-impact development / green infrastructure practice, will be emphasized because of the promise it has shown for broader implementation on ALDOT roadways.
